The last time something like this happened to me my then local police went and had words. Hopefully the plod here in the smoke will do the same...
Dear Constable $NAME,
I'm not sure if you're the right person to contact, but you seem to be the most appropriate person in the $LOCAL force I can find. My apologies if you're not the correct person, and would be grateful if you could pass this on to whoever can deal with it.
I'd like to report an incident that took place on $STREET, which I believe is in your ward, this morning at about $TIME.
While cycling to work I had to pull in to the kerb on $STREET to make a brief but necessary adjustment to my bike. A car (number $NUMBER, I believe it was a black Mercedes) pulled into the parking space in front of me while I was making my adjustments. His driving seemed a little odd as he reversed rather too close to me. Once I had finished my brief adjustments I pulled out only to have to stop immediately as the driver opened his door onto the road in a thoroughly careless manner. I would have hit him and/or the door if I hadn't strongly braked. I politely suggested to the driver ($DESCRIPTION) what had nearly happened and suggested he might like to be more careful in future. I was subjected to aggressive abuse from him, including swearing. Some may have found this threatening or disturbing, and the driver's behaviour suggested a tendency to 'road rage'.
There were no independent witnesses.
I'm not sure what you can do about this, but I thought you should be made aware. If you could have a word with the driver and suggest he moderate his behaviour towards other road users I would be grateful.
