The last time something like this happened to me my then local police went and had words. Hopefully the plod here in the smoke will do the same...

Dear Constable $NAME,

I'm not sure if you're the right person to contact, but you seem to be the most appropriate person in the $LOCAL force I can find. My apologies if you're not the correct person, and would be grateful if you could pass this on to whoever can deal with it.

I'd like to report an incident that took place on $STREET, which I believe is in your ward, this morning at about $TIME.

While cycling to work I had to pull in to the kerb on $STREET to make a brief but necessary adjustment to my bike. A car (number $NUMBER, I believe it was a black Mercedes) pulled into the parking space in front of me while I was making my adjustments. His driving seemed a little odd as he reversed rather too close to me. Once I had finished my brief adjustments I pulled out only to have to stop immediately as the driver opened his door onto the road in a thoroughly careless manner. I would have hit him and/or the door if I hadn't strongly braked. I politely suggested to the driver ($DESCRIPTION) what had nearly happened and suggested he might like to be more careful in future. I was subjected to aggressive abuse from him, including swearing. Some may have found this threatening or disturbing, and the driver's behaviour suggested a tendency to 'road rage'.

There were no independent witnesses.

I'm not sure what you can do about this, but I thought you should be made aware. If you could have a word with the driver and suggest he moderate his behaviour towards other road users I would be grateful.

Many thanks for your help,

$PURPLECTHULHU

I hope so too. This has happened to me at least twice. The first time the driver was mortified and very apologetic and nice. The second time, the driver yelled about potential damage to her lovely shiny -- and completely unscratched -- status car. Another driver broke his nearside wind mirror on the marquis as the latter was cycling, and screamed about vandalism. I sincerly hope the police take some action on your behalf.

Email just received from Constable $NAME:

Sir
Thankyou for your 'E mail' I will contact the driver and give words of
advise, which I hope will be sufficient at this time.

I don't think I could have expected a better response.

Good for you to stand up for yourself, as I know you do :-)

This is how I lost my tooth - never, ever cycle within doors-width of stopped vehicles.

I did serious damage to the door of a limo once (unintentionally, as a result of my emergency brake&skid). Chauffeur cheerfully parked in the cycle lane on the road inside Hyde Park, fairly late at night, (and yes I had lots of lights on) and proceeded to swing his door wiiiiide open without looking.

I take it you weren't seriously hurt, but what other outcomes came of this?

A spirited discussion of various matters ensued with the chauffeur. I decided not to pursue it further and eventually cycled off as I figured he was probably punished enough by the explaining he was going to have to do to his boss when he picked them up... That road inside Hyde Park seems a favourite spot for chauffeurs to park, perhaps unsurprisingly when one thinks about it.

Minor bruises and I lost my sunglasses from my pocket,

Sounds a reasonable outcome. I usually end of on the cycle paths in HP, where you only have to cope with idiot tourists. Of course they might go where you wanted to be...
