Very nice story of life in Virga, a earth-sized bag of air, water, rocks and people, with suns scattered throughout. Schroeder does the niceties of a zero-g environment far better than Niven in Integral Trees, and the story itself is a ripping yarn of navies, pirates, secret missions and hidden identities. He's clearly been watching all those 'Warlord of the Air' type manga, such as Laputa, and worked out how to do it right. But its more than just a ripping yarn with some very nice character development and hints of much more going on in and around Virga. While the story here is complete in and of itself, its described as Book One of Virga, so the sequels are likely to open things up and maybe explain what's really going on.
Definitely recommended.
