The Grauniad's piece adds that Straw said the idea was to make it easier to notify agencies when someone died -- rather than having bereaved relatives contact loads of agencies, HMRC, and so on, they could just notify one agency and have the government as a whole Get The Message.

Well yes, that would be one effect of clause 152 ...

(I've no reason to believe that Straw was lying or being evasive, as opposed to covering his ass in the wake of a crappy piece of legislative drafting: and incompetence is so much more appealing than malice, isn't it?)
